Do any companies make low power 4ch FM tramsitters specifically for
slo park flyers?  Say in the 1000 - 2000 foot range?

Sure.  I have one of them.  It is made by Sanwa (Airtronics) and runs in the
27mHz band.  Transmitter and receiver and two servos cost about $50-60 in
the UK.
