Does mylar accept paint? I know it's used for camo stencils...

I think the answer is "yes."
For good adhesion, you might need to take the shine off
of it with super-fine sandpaper or steel wool.
You also should do your own tests with the paint you
plan to use to see how well it sticks.

Your plastic "film" coverings do accept paint.
1. Use a Scotch "Greenie" or 0000 steel wool and scuff the area to be
painted. What you want is a frosted appearance. BE CAREFUL NOT TO GO
THROUGH ANY HIGH SPOTS.
2. THOROUGHLY clean the area TWICE with rubbing alcohol. Use a clean
rag for each cleaning.
3. Re-shrink (re-tighten) the area.
4. Mask the area, then spray primer on the area.
5. After the primer has dried (usually overnight ) you can spray your
paint.
