Seriously, it's a single company (and probably a small one), and
they're playing with a military application, and they've made a press
release hoping to get themselves some exposure and make some money.
They do NOT speak for the entire US. You'll also find similar
products being created on your side of the pond.
(And really, it doesn't seem like a very practical application. But
maybe in a few years they can have the fully automated flying
kill-bots that we've always wanted.)

It's hard to be sure, but it looks like the shotgun is mounted
somewhat near the center of gravity. So it probably won't throw the
helicopter out of whack when fired, if that's what you mean.
And if you watch the video

you can see that there's not too much recoil. It does push the
helicopter back, but not too much.

You are correct. It's hard enough to hit something with a standard
rifle at 100 paces with no flying cuisinart involved, let alone trying
to do it from a flying helicopter with a gun mounted on the front.
(Perhaps they could damage the target by flying the helicopter into
it, though even that's not as easy to do intentionally as it sounds.)
The inaccuracy isn't due to the recoil, though ... it's just that
helicopters like this aren't terribly stable. It might make more a
more impressive video if they got a really good helicopter pilot to
fly it.
It's a bad idea, all around. I'll bet that in it's current form, the
pilot of the helicopter is more likely to get hit than any target it's
likely to be deployed against.
Still, my original point stands -- just because somebody in the US had
a bad idea, that doesn't mean we all do.

We've already got 'em haven't we? Predator it's called and it was recently
armed with missiles (or maybe just one) an dused to shoot down summat in
Iraq. I don't think it was very successful though as it killed more
civilians than targets that "needed" killing.

I'm not aware of any autonomous Predator UAVs. As far as I know,
they're always flown by a ground based pilot.
