As I recall, the way I got the start setting for mine was:
Note the position of the throttle barrel at the low idle point. Then remove
the carb and set the throttle barrel to this point. Now looking from below
at the gap between the needle and the small brass tube, use the low needle
setting to set the gap between them at 1/16th of an inch. This will give you
a starting point, fairly close to what is required to get the engine tuned
in.
