My guess is that
(a) - GvOf can only be enabled if the speed is SET to 1600 or more.
(b) - Obviously GvOf will only come into play if the full throttle drives
the throttle above the SET speed.
(c) - I suspect that you won't see SwCd change from ON because it will only
go to off when the throttle is full and the rotor speed is above the SET
speed. Unless you are using head loaders you wouldn't want to be putting
your head anywhere near the GV-1 to read the display.

It is, because the gov is still seeing "zero" head speed (or more correctly,
zero engine speed). It will be looking at the figure you set as your maximum
governor speed divided by the gear ratio you set, but of course, it can't
"do" anything until it sees this calculated number because nothing is
spinning.
