If the engine is spluttering to a halt as the throttle opens it could be
that the mixture (inside the throttle barrell) is too far open and needs
screwing in a bit.
Other than that it could possibly be some mechanical problem such as
cylinder head/ backplate or carb loose or too much/little compression i.e.
missing or extra head shim... has the engine been torn down just before this
problem appeared and maybe been put back together improperly?

Hi Chris,
The engine is new and is running in.Apart from taking the carb. off to check
for manufacturing swarf the engine has not been taken apart . I have tried
3,6,9 clicks either side if starting point with no noticeable difference.I
will take you advice and try to srew the needle in a bit more.

Andrew,
I have the same motor still running in my Lion Helicat.
The needle setting is sooooo sensitive you can only adjust 1 click at a
time. It can go from too rich to too lean in 3 clicks.
Just adjust 1 click at a time.
