Savage 25 Sluggish steering

I have the Savage 25, and I am having steering problems. The steering is slow
to respond. If I disconnect both tie rods, the servo is still sluggish and
slow. The steering knuckles work fine with no binding when the tie rods are
disconnected. Just for info...the throttle servo responds fine....so that rules
out the batteries. Any ideas?  Thanks

try a different servo.
if the new one works fine the old one is dead.
if the new one sucks I'd say it was the receiver.

Sounds to me like dead batteries.... i always note the throttle servo seems
fine even when the batterys are too low for decent steering.

I replaced the batteries
