sounds like your throttle trim on your radio needs to be adjusted.
You'll have a dial or a switch that when pushed or turned will move your
throttle servo back and forth. The vehicle's engine doesn't need to be
running to figure out which button/switch on the handheld radio does
this.

turn your radio on and the buggie's switch on. look at the throttle
servo. Find the knob/switch/button that when moved makes the throttle
linkage move. Once you've found the correct one start the buggie up and
move that knob until the vehicle doesn't spin the wheels when in neutral.

Also check to make sure the servo horn connected to the servo is
connected properly and not loose...also check the linkage fromthe servo
the carburetor to make sure there's nothing loose.

You don't say how fast the wheels are moving.....
