Getting back into the hobby

Hi all:

Back in the day (1981-82), I had a Tamiya Rough Rider, and loved it.
I still have the RR, but I'm looking to get a newer kit and start
over.  I'm looking for a buggy kit in the $150 range that can be
upgraded later as my budget and interest allow.  Most of the really
nice stuff seems to be $200+, which I can't justify.  The cheaper
stuff look to be toys that won't perform or hold up, and can't be
upgraded.  Here's my wish list, roughly in decreasing order of
priority:

1/10 - 1/12 scale 2WD
Electric with upgradable motor
Electronic speed control
Bronze bushings ok as long as can be upgraded to bearings later
Realistic body and wheels
Oil-filled shocks or at least upgradable to them
Water resistant receiver and servo enclosure

I am considering the Tamiya Frog, which is in my price range, but it
appears to be a re-release of a late '80's kit, so I guess it's not
the newest thing around.  Also, it doesn't appear to protect the
electrics from water.  I could spend less money and get the RR running
again, but I've read that because they're heavy, they don't perform
very well (though I was happy with mine at the time!).  What else
should I be looking at?

PS, Radio recommendations would be nice, as my original Futaba is
illegal now!

Sell your Tamiya Rough Rider on ebay $200+. RRs bring bucks from
collectors. Traxxas Stampede VXL with Lipo Charger, Balancer and 7.2v
4000mah lipo battery is the best way to go these days.
