Got a cheap Mini Cooper RC car for Christmas. Is there a way to
upgrade this thing- and I realize that I'll be changing just about
everything most likely. I would like it to go 20mph. My wife thought
it would go 27mph, but that was 27MHz :)

Which manufacturer?
if it's the new Testors brand, I would just leave it stock.
If it's the Tamiya Mini Cooper others will chime in.

If you're interested in getting an RC Car that can reach those speeds, look
at the XXX-S from Losi http://www.teamlosi.com , or the TC3 from Associated
http://www.rc10.com I run electric so I can't speak about Nitro, but I
believe the TC3 comes in Electric and Nitro versions.
They're going to be a little more spendy than a "cheap Chinese version"
though.
