If the piston sticks at TDC, then the compression isnt likely to be low. Usually
compression drops as an engine wears out - and piston sticking is only common to newer
engines.
Keeping an engine warm is always a good idea before starting....they are finicky and being
cold doesnt help.
Other things to try:
1. CHANGE THE GLOWPLUG. First and always thing for an unhappy engine.
2. Change the glowplug battery. I still commonly get screwed out of playtime because i
showed up to the park with a dead glow battery.
3. Idle stop adjustment set too low. Its the little screw in the front (usually) of the
carb that keeps the throttle barrel from closing all the way.
4. engine tuning. Its a whole big story, but start by reading the manual that came with
the car.

Hi rc'ers,
I too have been struggling with my ofna pirate 10 .21 for months.
Finally, I got it sorted. Hopefully, these tips can help someone.
The BIG factor was buying a starter box. My middle finger was
becoming calloused from the pull start. (seriously) This allowed me
to pull out the glo plug and watch the "cloud" of fuel blowing out the hole.
I could also then see how the screw adjustments
were affecting the "cloud". (This gave a very rough idea of the correct
carb settings, which in my frustration I had been tweaking.)
And, echoing step 2 from below, the glo battery charge is critical.
I'm sure I wasted many pulls just from a too weak battery.
(I bought a rechargeable which i have yet to test. But, I'll keep
the disposable as a backup.)
I feel like I've jumped a high hurdle in the understanding of these finicky
little motors. Patience and willingness to spend a little time and $$
seems to have paid off.

P.S. regarding step 3 below: If you are referring to the air gap, mine is
suggested to be set at 1/16" open, not completely closed. (?)
