I received a new kit from Czech Models that has a vacuformed canopy. I dip
every canopy in future as a matter of practice. Second question: what is
the best way to "glue/cement/affix" the vac canopy to the fuselage?

depends on how dangerously you want to live.
After you dip the canopy in Future and let it cure completely (at least
24 hours) you have the choice of using a white glue (crystal clear,
elmer's, etc) and gluing the canopy in place. If you use that, you need
to tend to it... the piece needs to be taped into place or it will slip.
It takes a long time before the white glue sets and dries. But it's the
safe way. Problem is that it's weak.
Another choice, the one that I use, is after the Future has cured
completely (again, 24 hours) I use CA glue to attach the
canopy/windscreen to where it belongs. It sets very quickly, and is
strong. If you screw up, you can pop it off and remove the CA glue,
since it's bonded to the Future, not to the canopy. Remove Future with
Windex, re-dip in Future and try again the next day...
But using CA glue may take several tries before you get it right, and
the error could be damaging, if it happens.
Good luck with the project.
