Is Anti Fouling Red the Same as Hull Red?

Is this "hull red" ??

Is it correct to have German, Japanese, British and USA WWI ships all
with the same color hull red?   Seems unlikely but I have never seen
country specific paint that would prove otherwise....

The red color comes from the fact it contains "red lead". So that would
mean that all verssions of it would look fairly similer:
