I find Fine Scale Modeling a good mag.  Covers pretty much all genre
of models.  Has lots of kit reviews, articles on building specific
kits, and more general articles on techniques.

Scale Auto Enthusiast has been around for decades and covers, of
course, cars.

I have FSM as well.  Covers just about everything except figures.... I
think I gotta write them about that.

Their gallery, and their "new products" section do cover figures. I am
not sure if I have seen a specific feature article on the subject, but
most of these mags rely on free lance stuff for the bulk of their
feature articles, so it just may be that no one is submitting figures
articles.
