learn techniques and skills to be better a modeler.

The model magazine Fine Scale Modeler has a website that is more
geared towards beginner modelers and intermediate modelers alike.

The website covers multiple genres like automobiles, tanks, ships,
planes, helicopters, etc.

I've got several I check on nearly a daily basis. These are a few of
my favorites:

All of the above boards are moderated, so you don't get all the spam
you get here on RMS and flame wars generally don't last very long.

Back in its day RMS was the only globally wide forum available.
However it has lost much of its readership mostly because of the
limitations it has such as photo posting which is key in such a visual
rich hobby to convey messages and ideas.

Don and Rob mentioned other sites better suited, so find one that fits
you. Each one has its own "personality" or "flavor".
