despite saying clearly no foreign sales, some russian was high bid for a sale.
ebay isn't terribly helpful but i'm not sending it to have him claim it never
arrived.

I chatted with ebay once on this and they said there is someway to
change your settings so that they are not viewed in other countries,
or something to that effect. Never did figure that one out. And I
always state CONUS in my auctions.
Might be worth to try a chat with them to see if there is a way to
block out auctions from pesky foreigners..

i've tried, i even have 2 800 numbers but apparently sellers are the scum of
the earth.
last week some jerk complained he diddn't get some ram i sold despite my
blurbs saying insurance and verification are a good idea. they stold 17 bucks
from my paypal and gave me a "choice" of three boxes to pick one of to explain
how i screwed up. (yeah, huh?) the sleazeball also got to have the last word
in the written replys. i was allowed one reply.
said sleazeball claimed i wasn't happy with the sale price despite my perfect
feedback with numerous sales where things went cheap. i always start with the
lowest price i will take, even if it's 99 cents. i even charge actual
shipping only.
and paypal? they're on their knees, humming that sleazeball to sleep.
all i wanted was to shed stuff worth a few bucks and to have some bike play
money. instead, i have sleaballs and rooshans with their hands in my pocket.

It's easy. When you set up the auction, you just mark the
country(ies) you'll ship to. It doesn't block where it's viewed, but
if you mark USA or whatever it is, (it's been a while since I've sold
& don't remember), if the bidder is outside the US, they can't bid. I
have foreigners ask me to change my settings all the time so they can
bid, to which I usually reply that if I wanted foreign bids, I
wouldn't have them blocked!

You can make insurance/delivery confirmation a required charge.
