What are the PE parts for the Trumpeter 1/35 Hind?

can the kit be built w/o them? extra detail bits or actual part
of the kit construction???

The PE parts consist of seat belt buckles, windshield wipers, the "wings"
for the front air data probe, and a couple of screen vents for the tail
boom.  You can definitely leave out the seat belt hardware, but you would
probably need to use the screens as the plastic parts just have plain
undetailed recesses for the PE screens to fit into.
