I think all five PRR USRA 2-8-2 Light Mikados have a other position for
the Headlight and the Bell
i think this is correct?

The USRA engines may well have had the bells and headlights located in
the "as-built" factory positions when Pennsy first took delivery of
them, but Pennsy was very strong on "family look" engines, so they
probably wouldn't have remained there for long.
