I need to paint a dark piece of styrene with White Polly Scale .
What would you suggest for the underCoat? I cannot use Oil based
(Health) and
PolyScale doesn't make a primer Or do they?

Wash the styrene thoroughly in dish detergent to eliminate mold release
agent. Then spray a couple light coats of grey primer from a spray can.
And I do mean light! You don't need 100% coverage, just enough to
provide tooth for the Polyscale.
OTOH Scalecoat make a primer for plastic that protects the styrene from
their paint. It's also good as a primer for other paints. You might want
to try that.

Yabbut the OP said they didn't want to use oil-based paint for health
reasons. Unfortunate, since this really is the best way (actually the
only effective way that I know of) to prime styrene for water-based paint.
I'd suggest to the OP that maybe they can use this method (spray paint
primer) safely by just observing some simple precautions: spray in a
well-ventilated area, and wear a mask or a respirator (always a good
idea for anyone).

I think the best primer is still the Floquil grey primer,
but you say you can't use that.
That probably rules out the Tamiya spray primer as well,
as it is synthetic lacquer based acrylic paint, as it is
also a good primer, for a rattle can. :-)
Testors (Model Master) offers a white primer in the Acryl
line of acrylic paints. PolyScale and Model Master Acryl are
produced by the same company, which is why PolyScale non-rail
road colors (green label) paints are discontinued. Snarl.
