 Is there a rule about parachute size per pound of rocket?

There is a formula here: http://www.info-central.org/index.cgi?recovery 
You can go poke around that site a little and find a calculator for
determining what size chute is needed depending on what type of chute you
have and your rocket weight combined with the rate of descent desired.

Or a quick range rule ....

Chute Diameter (Meters) = SQRT[ Rocket Mass (Kg) ] * 1.0 (M/Kg^0.5) <-- for
unit police

(based on flat ,round chutes and a safe 15 ft/sec decent rate).
