The delay seals the motor.  Leave it out and *bad* things will happen.
Assemble the motor as normal and leave out the powder.  Plug the cavity with
some wadding and tape it shut.  Done it many a time with no problems.

You can buy olugged forward closues for most casings 29mm and up.  
That won't help you with the E6x.  With those, your best bet is to use
a piece of metal in place of the dely grain.  Alunimum is a good
material to use but it's certainly not the only one that would work.  
This will probably cause it to no longer be a certified motor so you
should also take that into consideration.

Coat the delay grain heavily with grease on the end facing the
propellant and it should not light.  Or just leave out the charge.
Using a timer or RC?

All you have to do is leave out the BP.  The delay will burn and give you
the smoke trail, but when it burns through there won't be anything to light.
You can still put the nice red cap over the ejection well if you're worried
about it burning something, but I've never had any problem with that.

Leaving out the delay grain is a bad idea.  Don't take advice from anyone
who tells you to do that.
