Not required. The pyrotechnics community is having its own troubles with
the CPSC. Two organizations (PGI and The Fireworks Foundation) that
stepped up to help a chemical supplier defend themselves in court found
themselves subject to a tax audit on the recommendation of an unnamed
agency. Almost certainly the CPSC.
