All, do businesses that ship HPR reloads turn over any kind of records to
BATFE? I do not have a LEUP, and with the ablility to get several flavors
of Aerotech reloads with no HAZMAT shipping fee, I am tempted to order one.
But since I like my life the way it is (no heavy fines or Federal BATFE
charges), I'm wondering if it is safe to do so, or if Big Brother will
catch up with me.

The dealer is required to have a copy of your ATF permit and statement
of intended use in order to sell to you. They are required to record
what they sold and who they sold it to.
It is a crime to sell regulated explosives to anyone who does not have
an ATF license or permit. It is also a crime for someone who does not
have a license or permit to receive explosives. Violating the law is
punishable by up to ten years in prison.

What should happen is that the dealer refuses to sell to you.

In addition, if they're being shipped with no HAZMAT fee, then they're
likely being shipped illegally.

There are several Aerotech HPR reloads that can be shipped without HAZMAT
fees.
