It's not legal under trading laws in the UK. Trading Schemes Regulations
1997 warning:
"It is illegal for a promoter or a participant in a trading scheme to
persuade anyone to make a payment by promising benefits from getting others
to join a scheme." [1] [2]
The law against fraud is also used to prosecute - it is generally accepted
that any scheme that has even a small pyramidal part is fraudulent as well
as illegal.
I don't know about USA law. Ianal, tinla.
