Does anyone know if the old Airfix "blue circle cement" 12 ton van was
fictitious or based on an actual wagon?

Fictitious.

To the best of my knowledge, Blue Circle liveried vans were the pre-war
Iron Mink type which survived well into the BR period as depicted by
the Ratio kit; and the 1960s vintage Palvan; see
