where can I get 00 gauge spuds for narrow gauge projects
or drive units of a similar 4 wheel arrangement?

Try Branchlines in Exeter. Available in various wheelbases. They also supply
the superior Black Beetle drives as well.

http://www.holtmodelrailways.co.uk/ - click on "00" then select Motors.
Tenshodo SPUDs at the bottom - £20.95 each.

Do you mean 00 *gauge* - 16.5mm - as for something like an O-16.5
model? Or do you mean 00 *scale*, where narrow gauge might be (for
example) 9mm gauge?
