The poster hasn't said what he wants to build.
But he could build anything with side skirts that hide the wheels,
like a Y6 or J70 tram engine. The J70 was an 0-6-0 not an 0-4-0 but
its wheelbase was only a few inches longer than the earlier Y6.
There's an old Railway Modeller article circa 1961 which gets posted
from time to time, by the Rev. W. Awdrey describing how he built Toby
(a J70) on a motor bogie.

Chap I saw at the York show had built Emmet's 0-2-0 once. Now that
was neat.

IIRC. The actual model described in the article in question is a Y6 not a
J70.
