Can anyone assist me in finding a quality set of plans for a World War
II German destroyer Type Z39 type 1936A? Preferably available in the
United States.
Scale is not an issue as I will enlarge if I need to. Thank you.

Have you tried Taubman plans?  If not, then try the Harhaus.de website, I am
sure they will have a set of plans for her.

I am not sure what scale you are building, but the Scale Shipyard has a hull
for the Z-39 in 1:100 scale that comes with a set of general arrangement plans
I believe.
