Hi, if you have a 35mhz r/c radio and receiver, can you make it 40mhz by
just changing the crystals?

Almost certain you can't - the crystals only give you a choice over a fairly
narrow range of frequencies. Check the handbook.

Ok, so even if I wanted to change it to 27Mhz, I can't stick 27Mhz crystals
in a 35Mhz radio set?

I have seen dual receivers that will work on 35 or 40mhz but my futaba 35mhz
ff7 will work on 40mhz but has a very limited range 15 ft or so pretty well
useless

It may work for very short distances, but never for useful distances.
