I notice that the DOT exemption E-10996 <http://hazmat.dot.gov/exemptions/E10996.pdf> identifies Aerotechs address as Las Vegas, NV. It also identifies AMW/CPT as Daytona Beach, FL.

There is NO federal law that says that rocket engines have to be certified prior to use. although on the NAR website it states: "State and federal law require all rocket engines to be independently tested before they may be sold in the United States"

I was reviewing over the test results pages on the NAR web site and there seems to be an awful lot of motors that don't have test data within the last three years. I thought that motors had to be re-certified every three years.
