Interesting story...  Anyone have any details?  Was it a Cato?  How did

Safe design for N2O tank enclosure17 Apr 2005 14:25 GMT11
I'm busily collecting pieces-parts for launching hybrids, and want to build
an enclosure that will house the nitrous tank, solenoids, and have a bit of
storage space. The main point is to protect the tank valve & solenoid
assemblies.

While perusing the daily Federal Register  contents for rocket related
things, I noticed an item for the FAA's commercial space launch rules.
Apparantly this has been in review for some changes for quite a while.
