What are the age restrictions (how old do you have to be) to assemble and fly hobby line RMS motors (18mm, 24mm or 29/120mm) up to G impluse? I understand High Power certification requirements, but can someone under 18 purchase, assemble and fly hobby line RMS motors?

If I don't need an ejection charge, and don't want combustion products flowing up into my craft, is it possible/reasonable to plug the fore end of a booster engine (part of a cluster)? I was considering a teaspoon or so of epoxy. Any better ideas?

What's best for preparing paper body tubes for a super-smooth finish? Something to fill in the little spiral gap in the paper cover as well as any low spots. I'm sure a few coats of primer would do the job, but that's a lot of sanding. Is there anything like a thin, brushable
