can somebody explain to me why hybrid rocket motors are regulated by the
nfpa? I mean Nitrous oxide and plastic/paper/whatever are NOT explosive as
far as I know. Nor it it considered a flammable solid as it doesn't become

folks, I'm confused.  Alot  if not most  states have the typical fireworks
exemption for model rockets and model rocket motors... the so-called
recoverable aero models clause..
And now model rockets are regulated by nfpa fire codes....since 1968.

the propellant used in katyusha rockets?  The reason I ask is because it
seems like it is a fairly long burning engine with "moderate"* levels of
